We usually head out earlier (around 5 or 6 pm) to nab a good spot on the sand, close to the pier. You can park at beach parking, which seems to get more expensive every year. The last I checked it was $10 or $12. Or, you can park further away at the public lots near Third Street Promenade or at the mall for less money, but then you have to carry all your picnic gear and beach chairs for a few blocks.
It's always a good idea to brings lots of beach chairs, towels, etc. to be comfortable. Even though it's summertime, it can get breezy in the evenings in Santa Monica so I would recommend bringing a jacket or blanket to keep warm. My friends and I usually bring a huge buffet spread and munch all night while we listen to the free concert and people-watch. As sazy rock noted in her "freebies around the world" post, it's technically illegal to bring alcohol onto the beach but most people do and I've never noticed any issues so long as people are drinking responsibly. The police on beach cruisers and horses will typically vacate the beach areas when the sun sets. As long as you aren't obviously drinking in front of them, I don't think they care that much.
Last summer the standout performer was Trombone Shorty. I hope this summer's performances measure up!
